Organizational Structure
Commissioner
General’s Office (CGO)
The Commissioner General is the Chief Executive of Uganda Revenue
Authority and is responsible for the day-to-day operations of the
Authority, management of the entire organization and has control
of all the Departments. Generally, the Commissioner General’s
office aims at providing a facilitative role and executive control
in making the organization achieve its objectives. The Commissioner
General’s office comprises of 3 Assistant Commissioners.

The Assistant Commissioner CG’s office is responsible to manage
and research on issues raised for Commissioner General’s attention
and provide guidance on the responses required.

The Assistant Commissioner Public and Corporate Affairs Management
is responsible to plan, implement Tax Payer service Information
& Education programs and manage the public and corporate affairs
functions in URA.

The Assistant Commissioner Research, Planning and Development is
responsible to develop and Implement cost effective and customer
responsive work systems and procedures for the organization as well
as to develop, support, formulate and monitor the implementation
of the URA Corporate Plans, provide revenue statistics and research
into revenue potential areas in line with the URA Statute.
Domestic
Taxes Department (DTD)
The domestic taxes department is responsible for administering taxes
on incomes and local consumption and production. Taxes administered
include VAT, Corporation Tax, Pay as you Earn (PAYE), Local Excise
and Withholding tax. The department is also responsible for the
collection of motor vehicle fees, stamp duty and non tax revenues
collected by URA
Customs Department (CD)
The customs department is responsible for the management of all
taxes on international trade and facilitating International and
regional Trade. The major taxes administered by the customs department
include Import Duty, Excise Duty on Petroleum and other selected
imports and VAT on Imports.
Corporate Services Department (CSD)
This department is responsible for all support services in URA.
It has divisions responsible for Human resources, Finance, Administration
and Information Technology.
Legal Services and Board Affairs Department (LS&BA)
This is the department that is responsible for providing all legal
services in URA. It is responsible for debt recovery and prosecution
of tax defaulters. The department also provides secretarial services
to the board of directors.
Internal Audit and Compliance Department (IA&C)
The internal Audit and Compliance Department is responsible for
ensuring adherence to URA policies and procedures. It handles all
internal audit work as well as staff disciplinary issues.
Tax Investigation Department (TID)
Tax Investigation Department is a highly structured and specialised
department that provides investigation support services to all operational
areas within Uganda Revenue Authority. Tax Investigations was de-linked
from Internal Audit Function and the key objective was to achieve
better strategic input from Investigations through focus on tax
fraud, tax evasion and tax avoidance schemes.
